Ok I added blog ratings, blog news feeds work, made them easier to navigate, also added report/delete functions for staff and if you get forum banned, it blog bans too

sometimes when i make a blog it gives me a server error, then i refresh/try to make it again and it says i have to wait 15 mins or whatever the limit is
a few minutes later it shows up in newest blogs, but not in my blog list, and i can't edit it
